I would find it hard to believe either but what other reason could there be in not providing females for sale, especially in fish that are not significantly sexually dimorphic?

You don't have to go back that far either because even 15 years ago when I first started breeding guppies I could buy them in pairs that were fancy varieties and slowly saw that start to fade away over the years.

That might be true with a specialty item like crayfish, but the overwhelming
majority of customers likely to breed guppies are home aquarists and teachers
with a few small tanks. The likelihood that they could cost-effectively
produce and distribute a sufficient number of fish to significantly undercut
established breeders is hard for me to imagine.
