Yes, I can also attest to this, any bait & tackle store along the shore in
those states with "live minnows" certainly has mummichogs for sale.
As to which ones would/might ship them to you, I don't know-in-all. (They
are also easily caught by seine, cast net, possibly even dipnet. I used to
catch them all the time in the "bay side" of Indian River state park in
Delaware, and in a Maryland bay behind Ocean City. Assawoman Bay, I kid you
not! :)

There is a lady named Sue Foster who owns & operates Oyster Bay Tackle,
she's nice and may help you out with some mummichogs.
