I don't know how much of the Pennsylvania budget for stocking comes from
Fishing License fees, but I suspect a lot of it does. The legislature responds to
what it perceives the majority of paying customers want. We may not be part of
that majority (I haven't fished for stocked trout for 35 years), so we don't
agree with the policy. That is the nature of a democratic process -- flawed as
it may be.
