Hope this passes the sniff test.
Snailcollector, George Bush's role in this is that of clerk. That is, he will sign the bill, as presidents do all bills that are approved and are not controversial. Whenever such a bill passes, and the president's staff schedules the signing, they also try to make a little political coinage out of the signing by putting out a press release that prominently mentions the presidents role as the signer. The thought is, the more times the presidents name is before the public, the better the public will like him. That is true with all presidents, Bush or anyone else. And I doubt that the Sierra Club or anyone else will attribute this bill to the president.
