For what it's worth, I've had blackbandeds eat flake food. They didn't eat
it real aggressively and I wouldn't recommend their entire diet be flake
food but they did pick at it.

I had a tank with some small shiners that they shared with a couple of
eastern mudminnows and blackbanded sunfish. I've had real good luck feeding
48 hr artemia enriched with Algamac 2000 to the tank. I started some
supplemental feedings of a brine flake that I finely crushed. As the flakes
dropped through the water column the blackbandeds picked at the flake. It
appeared they were stimulated by the feeding response of the shiners.

Again, there are foods that the sunfish will eat more readily and I wouldn't
bet the farm that I could keep them alive exclusively on flake food.
