The reason I said that this would work is because we have a precendent that
recently occurred with a reclaimation project. The Ministry of Agriculture
closed off an inlet in Ariake bay and began reclaiming it in an effort to
get more arable land. The extra land is not needed but, big government is a
rule unto itself. The nori (seaweed) fishery was adversely impacted and the
mudskippers were placed on CITES as endangered. The fishery coop and
environmental groups sued the Minister in charge of initiating this project,
the MOA was also dragged into this and they are going after PM Mori naming
him in the suit as you would a private person, not a Head of State. They are
asking for all losses, the return of the area to it's original state and a
program for returning all endangered species to their original numbers.

I hope this is a successful suit!
