Here in Japan the law states that there must be a monetary value named and
there must be a private individual named. This means that the plaintiff can
sue the government for money in Japan and see this money get awarded to the
group or whatever they are representing. This was used in a case where one
of the beneficiaries was Taro Mutsugoro–a Mutsugoro is the common name for a
species of mudskipper.
