Have you looked at the DIY compact fluorescent light kits from
Aquarium Hobbyist Supply at http://www.ahsupply.com ?

I've been very satisfied with the kits that they offer. I've retrofitted
two 13 watt CF bulbs into a standard single 20 watt light and that's
enough to reach the botton of a 24" tall (38H) tank. Compact Fluorescent
bulbs are used often in the marine aquaria hobby but are now showing up in
freshwater (esp planted aquaria) hobby.
