I had the same problem mostly occurring during summer time. I believe
that the heat and stress accelerates any incident of fungus on the fish.
I was able to eliminate it completely by using A) "frozen cold packs" in
the styrofoam containers that I store the fish in to bring home, B) I
use T C Capsules (a broad band fungicide) at the prescribed dose. I
place the fungicide in the collection water in the plastic bags the
water and fish are in. The cold packs remain in the container but NOT in
the water.

I have only my experience to substantiate the findings but it works for
me, YMMV, but I no longer have that problem.
