James and all,

There is nothing to prevent Madtom or any other catfish from becoming
entangled in netting that I know of.

The black tar coating will make your seine too stiff and it will lose it's
flexibility. The other two net-dips that you mentioned will only serve to
"dye" the neeting and won't provide any defense against catfish spines.
