Unfortunately, many small, non-game fish won't even use a culvert going
under
a four lane road. A tube extending for many miles would be a pretty
inhospitable place. Some of these fish don't travel more than a couple of
pools/riffles in their lifetime! Madtoms that we did some tagging on didn't
leave their pool in four years!
