One explanation is that pH derives from the French phrase, "pouvoir de
Hydrogen", or "power of hydrogen". Strictly speaking, with pH you're not
measuring a standing concentration of H+ ions but rather their availability
("power") in solution. The same would be true of the other ionic component
of the dissociation of water, OH- (hydroxide ion) which can be measured as
pOH although usually no one does so.
