I think this is an urban legend. Attacks by pike have been documented very
rarely, and I doubt anyone was fined for pulling a fish in the boat that
attacked them. However, stories of pike attacks are pretty common, usually
started around a bar somewhere when tales of the outdoors start trying to be
outdone by the next guy. I think I have heard this story, but in different
variation, so its likely just that , a story. Like the one of the guy who
was fined after he killed a bear with a pocket knife that was mauling him.
