Maybe. There are too many scare stories where the "personal betterment" was
interpreted as "economic disaster" by the people more closely involved. No
amount of /p/r/o/p/o/g/a/n/d/a/ education can cure something like that. If
you want people to be economically disadvantaged for something you see as a
benefit, you need to be willing to put up your $$$ to compensate. Then we
get a win-win situation.
