Any of the primarily freshwater ones. Pond smelt. Delta smelt. Rainbow
smelt. Pygmy smelt. Longfin smelt. Eulachon.

Yes, they're often deeper water species, but coastal species do spawn in
shallows over gravel.

I doubt that anyone has ever attempted to keep them. But hey, you never
know.
