I know this may seem like "smuggling" as one could call it but I wouldn't
consider it that. I slipped 4 bags of fish into my carry-on back pack while
flying US Air. I was coming from Miami and landing in Baltimore. When I was
boarding the plane in Miami and the fish went through the X-ray I took a
quick look on the screen out of the corner of my eye. The space in the bag
where my bags of fish were looked like blank empty space, like there was
just air or a glass jar there. I made it through the X-ray perfectly fine
and onto the plane and back home with the fish in my tank after only about 8
hours :). BTW, I do see that you are looking to use a styro... in that case
you wouldn't be able to pull of my way of bringing the fish home. Well I did
pack a fleece jacket around the fish for some warmth while in my back pack,
all fish made it home just fine.

Just an idea.
