NANFA-- What can I do?

Well, its happened. Its what I was afraid would happen. The little creek in the woods behind my house is being attacked by a property owner on the otherside. He is tearing down the woods to put in an RV park of all things!

The little stream is fed by a spring and run off. Surprisingly, the creek runs year round whearas most creeks of its size are intermittent.

What are the laws or rules that a property owner in Texas needs to follow when developing their land a stream may be affected?
