By making it illegal to collect, keep or breed certain fish without complex
licensing. Try to collect in California or several other western states. Just a
matter of time before some bureaucrat decides to make it look like he is
doing something and pass a law further restricting us. I am lucky NC is fairly
liberal in it's fishing laws, some states are much more restrictive.
