Paul, all you need in WI is a valid fishing license. Any fish you
collect must be taken by legal means and has to meet any and all size
requirements. Also, any fish you have in your aquariums count against
any possesion limits thay may exist.

You can usually find Sticklebacks at your local bait shop. If he doesn't
have them leave your name and number and ask him to call you when he
gets some. They are frequently mixed in with fatheads and other bait
fish. They are happy to get rid of them as they make terrible bait.
He'll probably sell them to you cheap, if not give them to you for free.

Where in WI are you located? I am in Waterford, which is in the SE
portion of the state. I own both a bait and tackle shop as well as a pet
store.
