This kind of "fish out of sky" or "rain of frogs" story falls into a
category called Fortean phenomena, after an eccentric 19th century writer
named Forte who compiled such stories from the media into books. Forte
rarely offered explanations for these anomalies. But some of these
phenomena, such as rains of fish, can be attributed to water spouts sucking
up water and everything in it into the air, and dumping it on land some
distance away. A modern compiler of such events is the magazine _Fortean
Times_, published in the UK. FT is definitely a break with the ordinary...
