DUDE, that's cold.
However, I tend to agree. If something isn't done, things can hardly be
expected to improve. I would get them all out of that tank immediately,
separate the shiners and darters from the cats, and begin full spectrum
treatment. Not the usual way of doing things, but it sounds like there
isn't much time for any less drastic measures. I'd also tear down that
tank and restart it clean before putting any more fish back in it.
