You won't find anything in the way of paint that will adhere well to PVC.
One hint though is if you do decide to try it, first I would try a two part
epoxy but first use PVC cleaner and a bit of sandpaper to roughen it up.
Another idea is to hit it with a torch. You can burn the surface to a dark
brown and it won't flake off like paint.
