I agree, the pic looks more to me like an example of two very evenly matched males in tight amplexus on one female. I've also found Toads in a situation like this, except that there were so many males on one female, she was dead in the middle of a football-sized (true football that is, not rugby-with-padding..) mass (apparently this is also the way that imbeciles who shoot turtles attempt to procreate).
