Let me really digress:

Those tools and rubber bands were invented for the castration of farm
animals. You connect the dots....

Let me, digress here:

Once you have expanded the green-donut "Rubber-Band" over the neck of the
plastic bag, then you release the pliers and let the green "rubber-band"
donut
squeeze the neck of the plastic bag shut........

Then, you place the neck of the plastic bag, with the green "rubber-band" in
place down into the bottom of the preferably (Stryrofoam box) and send the
fish on their way to their destination via USPS Priority or Express
mail........
