Introduction of fish can wreck havoc on a vernal pool system's amphibian
population. Even if the abscence of water for part of the year can prevent
the fish from reproducing they can stick around long enough to eat up the
entire spawn of the frogs and salamanders that breed there.

And that certainly is typical of many states to promote and campaigne
against the same thing. Like the war on teenage smoking and subsidies for
tobacco farmers!
definitely good examples of our tax dollars at work!
