All we need is for someone to do it. Sounds like you have already made
pretty good progress. If you'd like to extend this a little bit and put
together a summary then we'd be more than happy to add it into the
website. Ideas are great, but actions are better and and contributions
would be greatly appreciated. If anyone wants to write up stuff for the
website we'd be happy to consider your inputs.

I _think_ in some places (Texas maybe) it is illegal for a fish store to
refuse to take back fish. They don't have to pay for them, but they
either have to euthanize it, or resell it. But I'd tried googling to find
out, but couldn't find anything. But that is one way to reduce the
problem.
