I wouldn't worry about twice, or even three times that amount. Just don't
overpack the fish -- fewer fish per bag than usual. Make sure water is
about a third of the volume, with air being the rest. Don't feed the fish
for a day or so (depending on their size etc.) prior to shipping them.
Shouldn't be a problem. Pack some extra bags and some dechlorinator. If
you have a layover, and they're looking stressed. . . .

Oh, and I don't think this needs mention ... but I'll do so anyhow:
Carry-on, only. :)
