larvae are not quite fish...but I raise fish too and study the fish while
studying the dragons in the field. Does that count? >>
One of the prime foods for dragonfly larvae in my experience are fish. Maybe
you could breed Zebra Danios in large numbers to feed the larvae. Size as
appropriate up to adult danios.
