there any chance hobbyists will be able to breed any of these rare fish at

Probably not much chance on this one. There have been fewer than 50 ever
collected! Only a couple in the past 15 years. You might consider the least
madtom, Noturus hildebrandi. They're very closely related and a bit more
widespread. I suspect breeding them would be similar to what we did with the
pygmies.
