Below is a note from someone who remembered the movie I described. I saw
the movie in the late 60's in a theater:

The book was called Ring of Bright Water and it was about a man who had
otters as pets. According to the book, they are quite a handful and hard
to keep healthy but very interactive and devoted. I think one otter died
of a disease and the other one eventually escaped, and some jackass killed
it not knowing it was a pet. This all occurred a long time ago (1960?).
