Pipes burst when frozen (there is no water movement in them).
If you want to avoid pipes from bursting due to freezing,
just keep a small trickle of water going through them at
all times. Sure, you waste some water, but, that'll save
the pipes from freezing and bursting open. (You really need
to do this if you plan to go away for vacation during
a cold snap.)
