Ray,

I agree fully with your train of thought! My own opinion is that if the
local, state and federal authorities can't make a buck from it, then it is deemed
illegal for an individual to pursue propagating any native species on your
own. But, if you pay out something (anything) to the government, then it's all
OK...(as long as there is a loop-hole in the laws to cover such.)

I hope I haven't pissed anyone off, I'm just stating my opinion OK?
