Actually we do Bruce, although I like your answer best... :)

The guy was in violation of a PUBLISHED law for not possessing the
appropriate permit to bring minnows into Minnesota. It's right in their
Fishing Regulations on page 73.

It's even bolded! (probably because of this guy :)

"It is illegal to bring live minnows and leeches into Minnesota without a
permit and to use imported live minnows and leeches for bait in Minnesota
waters."

I don't know how that could be any less clear. And readily available. It's
in their manual!

I'm not going to bother the nice people at the DNR about a statement. This
guy had every chance to know what the rules were. He only had to read a
paragraph of how many state's laws to know what he had to do to do business.
Let's see... Ohio, Indiana, Illinois, Wisconsin, Minnesota... Oops. We're
in South Dakota now ;)

Coulda always gone out I-80 through Iowa and up. For a state that derives a
fair portion of their gross product from natural resources, I think their
law for the permit is within reason. And has conservation value to boot!

Those are the rules... Don't like 'em, you have this thing called "free
will" to not drive or live in their state.

He should have just paid his fine and walked away, like he concluded... But
it sure would be nice if he'd just accept that he was in fact, in the wrong.
