I don't know about other states, but in Maryland releasing *any* fish into a body of water is illegal. Of course, it's a little-known law that is rarely enforced. And when it is, the "punishment" is a slap on the wrist. (In the case of the infamous Crofton snakeheads, the statute of limitations had run out. The guy who released the fish got off scott-free.)
If the "stupid" lawmakers in your state have not enacted legislation banning unauthorized fish releases, write them a letter!
