If getting a permit is as simple as registering your fish, that is not such
a problem. This is out of character for me, but maybe it could work out to
be a good thing. Something that is a danger when released- being tallied up
and records kept. It could show how many keep such things in a reposible
manner. Many states if not all require permits to possess alligators, but I
think this is more proof that they were obtained in a legal manner.

I don't know what the war in Iraq has to do with snakeheads or other exotic
species that can pose a threat to native organisms if they are released.
Maybe we should relesease some snakeheads in the Euphrates?
