I agree with Moon and Bruce.
It looks like Pectinatella magnifica - a bryozoan that forms really large
gelatinous growths in summer and autumn. Elsie Klots' book, The New Field
Book of Freshwater Life (Putnam), has an impressive photograph of a tree
limb with watermelon-sized colonies.
