Irate, Technically, individuals don't get government agency funding.
Institutions, whether universities, private organizations such as
conservation grups, state and local government organizations such as
junior colleges or school districts do. If an unemployed individual
wants funding from government agencies, (s)he needs to affiliate in
some way with a potential grantee. It's just a matter of practicality.

Some people, including a good many in the physics community, did
believe the patent clerk. Another myth denied, but there you are.
Now, LOTS of people didn't believe the early claims about continental
drift, first proposed in the early 20th century, until a mechanism
surfaced from earth dynamic theory.
