It varies from state to state. In most cases, they're decided by a committee
of biologists who submit a list of suggested taxa to the State legislature,
in other states it has much more of a political connection.
NatureServe (www.natureserve.org) lists threats to protected taxa and
includes state lists, and is a good first place to start for info. That
being said, sometimes their info isn't the most up-to-date info that's
available...
