Some of the best fish for a small (relatively speaking) aquarium sized pond
are the anabantids and outhers that can suppliment their oxygen by gulping
air.
One male and a few female beta's (fighting fish) will do very well even if
the water quality varies from day to day or week to week.

If you want native fish, smaller fish like the various guppy / gambusia
variations seem to do very well for breeding in a smaller environment.

live plants like java moss will grow very well even with no soil, and help
purify and oxygenate the water.

small goldfish are also hardy, but will grow to the limit of their tank.

plan on moving it inside for the winter - (Get help, water is 10 lbs /
gallon, so put the water in 5 gallon buckets to move it in\side and refill
your trough)
it is no where near deep enough to be healthy for the fish.
