It depends on the state. Piranhas may not be kept in arizona for sure,
and I'm pretty sure about california and florida as well. I'm pretty
sure they may be kept in kentucky, but I personally am not interested so
I haven't checked.

Bottom line is that you need to check with your state game and fish or
the equivalent.
