Are you sure you added the correct amount ot your bucket?
Are you sure you read the hydrometer correctly -- no bubbles?
Are you sure you know the volume of your bucket?
Are you sure you allowed the salt to properly disolve and had the water
mixed enough to allow equilibrium?
