It's not an easy question. There are over 2500
different species of Mosquito on the planet. However
here is a rough idea.

eggs hatch in 48 hours. From Pupa to adult can be
anywhere from 4 days to 15 days, depending on temp and
Species. Evidently at 80 degrees for most species you
expect aproximately 10 days. Your municipality should
not only have a spraying schedule but should also know
which types of Mozzie you have to deal with. There
should be a local "expert".
